Debate re: amending the Constitution vs a state-by-state strategy continued almost all the way to 1920. By the 19th A's passage, nearly 1/2 the states let women vote at least partially. Long before any part of the country was "flyover territory," nat'l leaders were sometimes out of touch w/the situation in the states.<a href="https://twitter.com/cmMcConnaughy" target="_blank" rel="noreferrer noopener"> @cmMcConnaughy</a> quotes an activist who wrote CarrieChapmanCatt: "You say you have talked with 'no one who feels the slightest hope of success in Colorado,' are you sure you have talked with anyone who understands the situation here?"

South Dakota became a state in 1899. Its motto: “Under God the People Rule.” National suffrage leaders converged on the state immediately to campaign for a doomed suffrage amendment. Its motto: “Women Are People.” A #StateOfTheWeek thread <br /><br />White women in the Dakotas had sought the vote since at least 1883, but the territorial legislature worried it might hurt their chance for statehood. When North & South Dakota were admitted to the union, neither Native men nor any woman could vote. <br /><br />Eleanor Flexner summarizes: ]“The South Dakota campaign in 1890 was one of the most rigorous that suffrage workers ever endured -- blazing hot all summer, while the 75-yo Susan B Anthony and the veteran Henry Blackwell (a mere 65) toured the state, and freezing cold during Mrs. Catt’s tour in the fall. <br /><br />“In addition, living conditions were ‘primitive,’ and all the speakers had to cover immense distances. The decision for the newly united suffrage association to enter the campaign had hinged on pledges of support from farm and labor organizations." <br /><br />But... “when the campaign was already under way, the Knights of Labor and the Farmers Alliance launched a 3rd party, which refused to encumber itself with the controversial issue of votes for women. <br /><br />"The outcome was a defeat of almost 2-to-1, after a murderous campaign: “Mrs. Catt came down with typhoid fever immediately afterward and very nearly died, and when Miss Anthony returned to her home in Rochester, her sister Mary commented that for the first time she realized that Susan was growing old.” <br /><br />A referendum the same day to enfranchise Native men failed too. Tye Leung Schulze was the first Chinese-American woman to take the civil service exam and become a federal government employee. She was also the first Chinese-American woman known to vote. Not in 1920 -- in 1912. 🧵 <br /><br />When Tye was born in 1887, the Chinese Exclusion Act was in full force. Chinese immigration was severely restricted, and those who managed to immigrate were barred from becoming citizens. Tye was a citizen at birth under the 14th Amendment. But a female citizen, with no vote. <br /><br />California women came close to winning the vote in 1896. It was a statewide ballot referendum, meaning that all of the voting-eligible men in California got to decide whether women should vote. Most of them voted no. Fifteen years later, by a slim margin, California women won. <br /><br />California was the 6th state to enfranchise women, just in time for the 1912 presidential election. Tye said she studied all of the candidates carefully before casting her vote. I wish we knew who she voted for! <br /><br />Tye worked as a translator at Angel Island, the notorious west coast immigration station. At least, until she married a white colleague and they both lost their jobs for violating California’s anti-miscegenation law. (Interracial marriage was illegal in California until 1948.) <br /><br />Tye Leung Schulze was a devout Christian - and a pinball wizard. (In her 30’s, when she was a mom of four!)
